Fred E. Starzyk, Managing Director

Fred E. Starzyk is the founder and managing director of Starzyk & Associates LLC, a boutique federal government relations firm specializing in tribal advocacy and appropriations. With nearly 25 years of legislative and political experience at the federal and state levels, he brings a strategic, results-driven approach to lobbying and grassroots advocacy.

Fred’s practice focuses on Native American affairs, agricultural policy, conservation and ESA issues, healthcare, alternative energy, and emergency management. His track record includes securing over $10 million in federal appropriations for tribal clients—including $8.25 million for tribal water infrastructure projects—helping draft legislation transferring federal land into trust for tribal nations, securing language in the Affordable Care Act for a healthcare client, defeating anti-ESA riders in appropriations bills across multiple Congresses, and securing authorizing language in Farm Bills for agricultural clients.

Before founding the firm, Fred served on the congressional staff of former Ways and Means Committee Chairman Sander Levin. He holds an M.L.S. in Indigenous Peoples Law from the University of Oklahoma and a B.A. from the University of Michigan. He is currently pursuing Harvard Kennedy School’s Public Leadership Credential.

Jack Starzyk, Associate

Jack Starzyk is a Junior Associate at Starzyk & Associates LLC, where he supports the firm’s federal government relations practice with a focus on legislative tracking, congressional floor and committee monitoring, and general government affairs activity on Capitol Hill on behalf of the firm’s tribal nation clients.

Jack recently finished his studies at James Madison University in Harrisonburg, Virginia, double-majoring in Economics and Political Science — bringing both a rigorous analytical foundation and a keen understanding of the federal policy landscape to his work in Indian Country advocacy.

Prior to joining Starzyk & Associates, Jack gained hands-on political and policy experience across several high-stakes environments. He worked at a top-tier political consulting firm, contributing to winning U.S. Senate, congressional, and statewide campaigns through voter targeting, messaging, digital strategy, and opposition research. He also interned at Navy Federal Credit Union, where he analyzed lending trends, member experience, and the broader regulatory landscape — sharpening the economic and financial policy instincts he now brings to federal government relations work.

Jack works closely with firm principal Fred Starzyk to strengthen the firm’s capacity and ensure clients stay on top of every development that matters to them. He is fully up to speed on client priorities and committed to advancing tribal interests across federal policy, appropriations, and congressional engagement.
